I created a new mailbox in SmarterMail and for unknown reason, the mailbox’s settings page was having issue loading. I removed and recreated it and the problem still the same.
The following error pop up when loading the settings page.
The resource you are looking for has been removed, had its name changed, or is temporarily unavailable.

I contacted SmarterMail support, and they’ve identified the problem was caused by an entry in the IIS Request Filtering module which matches part of the mailbox’s name.
The problem was solved after the matching request filter string was removed from IIS Request Filtering module.
